In a large skillet over medium high heat brown sausage, about 5 minutes. Add in jalapeno, onions, celery, uncooked rice, garlic, cream of chicken and cream of celery soup, garlic salt, pepper, onion powder, and 1 can of water. Mix to combine.
Transfer to a lightly greased 3qt casserole dish. Cover and cook 45 minutes. Uncover and stir. Top with cheese and return to oven, uncovered for 10 more minutes. Garnish with fresh parsley and serve warm
